Section 324(g) of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 ( Public Law 117–263 ) is amended— by striking paragraph (2); by redesignating paragraph
(1)as paragraph (2); by inserting before paragraph (2), as redesignated by paragraph
(2)of this section, the following new paragraph: The term applicable material means— monoglycerides, diglycerides, and triglycerides; free fatty acids; or fatty acid esters. ; and by adding at the end the following new paragraphs: The term biomass has the meaning given that term in section 45K(c)(3) of the Internal Revenue Code of 1986. The term lifecycle greenhouse gas emissions reduction percentage means, with respect to any sustainable aviation fuel, the percentage reduction in lifecycle greenhouse gas emissions achieved by such fuel as compared with petroleum-based aviation fuel, as determined in accordance with— the most recent Carbon Offsetting and Reduction Scheme for International Aviation that has been adopted, as of the date of the enactment of the National Defense Authorization Act for Fiscal Year 2024 , by the International Civil Aviation Organization with the agreement of the United States; or the most recent determinations, as of the date of the enactment of the National Defense Authorization Act for Fiscal Year 2024 , under the Greenhouse gases, Regulated Emissions, and Energy use in Transportation (GREET) model developed by Argonne National Laboratory. The term sustainable aviation fuel means liquid fuel, the portion of which is not kerosene, that— meets the requirements of— ASTM International Standard D7566; or the Fischer Tropsch provisions of ASTM International Standard D1655, Annex A1; is not derived from coprocessing an applicable material (or materials derived from an applicable material) with a feedstock that is not biomass; is not derived from palm fatty acid distillates or petroleum; and has been certified pursuant to a scheme or model under paragraph
(4)as having a lifecycle greenhouse gas emissions reduction percentage of not less than 50 percent. .
