Section 4091 of title 10, United States Code, is amended— in subsection (a)(1), by striking bachelor’s degree and inserting bachelor’s or advanced degree ; in subsection (c)— in the subsection heading, by striking and inserting calendar year ; fiscal year in the matter preceding paragraph (1), by striking calendar year and inserting fiscal year ; in paragraph (1), by striking 6 percent and inserting 11 percent ; and in paragraphs (1), (2), and (3), by striking the fiscal year last ending before the start of such calendar year and inserting the preceding fiscal year ; by striking subsection (f); and by redesignating subsection
(g)as subsection (f).
