Not later than 1 year after the date of the enactment of this Act, and once every 2 years thereafter until 2029, the Comptroller General of the United States shall administer a survey to such sample of Federal agencies, Federal contractors, and other persons that require security clearances to access classified information as the Comptroller General considers appropriate to assess— the strengths and weaknesses of the implementation of the Trusted Workforce 2.0 initiative; and the effectiveness of vetting Federal personnel while managing risk during the onboarding of such personnel.
