Notwithstanding any other provision of law, the Administrator is authorized to and shall waive any positive benefit-cost ratio requirement for providing additional ground based transmitters for Automatic Dependent Surveillance–Broadcasts (ADS–B) to provide a minimum operational network in Alaska along major flight routes.
