Not later than 2 years after the date of enactment of this section, the Administrator shall issue an engineering brief describing the acceptable use of durable long-term solar powered taxiway edge lighting systems at basic nonprimary airports (as defined in appendix C of the 2023-2027 National Plan of Integrated Airport Systems published by the FAA on September 30, 2022).
