Congress finds that on January 11, 2023, the FAA released a notice of proposed rulemaking to update and expand the requirements for safety management systems. As the FAA reviews comments to the notice of proposed rulemaking described in subsection
(a)and drafts the final rule, the Administrator shall ensure that safety management systems program requirements can be appropriately scaled to the size and complexity of each operator.
