None of the funds made available by this Act may be used by the Secretary of Health and Human Services to declare a public health emergency pursuant to section 319 of the Public Health Service Act ( 42 U.S.C. 247d ) or any related order that would impede, limit, or restrict a citizen’s Second Amendment rights.
