The Secretary shall seek to enter into an agreement with the National Academy of Sciences to prepare a report containing— the results of a study on the management and operations of the dams and reservoirs in the Upper Rio Grande Basin, including the Heron, El Vado, Abiquiu, Cochiti, Jemez Canyon, and Elephant Butte dams and reservoirs; and recommendations for future management and operation strategies for such dams and reservoirs with a goal of optimizing currently authorized project purposes and enhancing resiliency, including to drought and weather variations.
In preparing the report under subsection (a), the National Academy of Sciences shall consult with relevant Federal agencies. Not later than 2 years after the date of enactment of this section, the Secretary shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate the report prepared under subsection (a).
