Section 1444(a)(2) of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3221(a)(2) ) is amended by striking 20 percent and inserting 40 percent . Section 1445 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3222 ) is amended— in subsection (a)(2), by striking 30 percent and inserting 40 percent ; in subsection (c), by striking the research director each place it appears and inserting the agricultural research director ; and in subsection (d)— by striking a research director and inserting an agricultural research director ; and by striking or other officer .
