The Under Secretary of Defense for Intelligence and Security shall, not later than December 31, 2029— assign responsibility to the Defense Counterintelligence and Security Agency for the accreditation of sensitive compartmented information facilities for all components of the Department of Defense, including the military departments, except with respect to the National Security Agency, the National Reconnaissance Office, and the National Geospatial-Intelligence Agency; and ensure that the Defense Counterintelligence and Security Agency has the appropriate staff to successfully carry out such responsibility.
The Under Secretary of Defense for Intelligence and Security shall notify the congressional intelligence committees and the congressional defense committees with respect to the resource requirements for the Defense Counterintelligence and Security Agency to carry out the accreditation responsibility under subsection
(a). The Under Secretary of Defense for Intelligence and Security shall, in consultation with the Director of the National Security Agency, the Director of the National Reconnaissance Office, and the Director of the National Geospatial-Intelligence Agency, submit to the congressional intelligence committees and the Committees on Armed Services of the House of Representatives and the Senate a report not later than December 31, 2027, on the feasibility of the Defense Counterintelligence and Security Agency assuming accreditation responsibility with respect to sensitive compartmented information facilities for the National Security Agency, the National Reconnaissance Office, and the National Geospatial-Intelligence Agency by December 31, 2029. In this section, the term congressional intelligence committees has the meaning given such term in section 3 of the National Security Act of 1947 ( 50 U.S.C. 3003 ).
