It is the sense of Congress that— the United States should remain committed to helping the Philippines maintain the safety and security of the Philippines, including helping the Philippines to defend against threats to such safety and security from China; and to help the Philippines defend against such threats, the United States should expand cooperation between the United States and the Philippines with respect to maritime security.
