Section 2194(b) of title 10, United States Code, is amended— in paragraph (6), by striking and at the end; in paragraph (7), by striking the period at the end and inserting ; and ; and by adding at the end the following new paragraph: entering into contracts or cooperative agreements with, or making grants to, the institution to provide financial assistance for activities conducted under such partnership agreement. .
