The second section 222e of title 10, United States Code, is amended— in subsection (a), by striking the Secretary of Defense shall and inserting the Secretary of Defense, after coordinating with the Secretaries of the military departments, shall ; and in subsection (e)— in paragraph (1), by striking and at the end; in paragraph (2), by striking the period at the end and inserting ; and ; and by adding at the end the following new paragraph: in the case of military construction project, has reached a stage of planning and design that is sufficient to support a reliable cost estimate. .
