In addition to amounts otherwise available, there is appropriated to the Secretary of Agriculture for each of fiscal years 2024 through 2033, out of any money in the Treasury not otherwise appropriated— $4,000,000,000, for gross obligations for the principal amount of direct loans as authorized by section 502 of the Housing Act of 1949 ( 42 U.S.C. 1472 ); and $148,400,000 for the cost of direct loans authorized by such section 502, including the cost of modifying loans, as defined in section 502 of the Congressional Budget Act of 1974 ( 2 U.S.C. 661a ).
Notwithstanding any other provision of law, the annual interest rate payable on a direct loan authorized by section 502 of the Housing Act of 1949 ( 42 U.S.C. 1472 ), as modified by payment assistance, may not be lower than 1.0 percent. In addition to amounts otherwise available, there is appropriated to the Secretary of Housing and Urban Development for each of fiscal years 2024 through 2033, out of any money in the Treasury not otherwise appropriated, $1,000,000,000, for providing downpayment assistance under section 8(y)(7) of the United States Housing Act of 1937 ( 42 U.S.C. 1437f(y)(7) ).
