In addition to amounts otherwise made available, there is appropriated for fiscal year 2024 for payment to the Neighborhood Reinvestment Corporation for use in neighborhood reinvestment activities, as authorized by the Neighborhood Reinvestment Corporation Act ( 42 U.S.C. 8101–8107 ), $12,000,000, to remain available until September 30, 2027: Provided , That such amount shall be for the promotion and development of shared equity housing models, including for capital grants for NeighborWorks affiliates to acquire homes for their shared equity portfolios.
The Secretary of Housing and Urban Development shall establish and maintain, under the Office of Community Land Use and Zoning, a Shared Equity Housing Resource Center to provide technical and legal assistance and resources to communities and the general public regarding forming shared equity housing governance structures, including affordable housing community land trusts. There is authorized to be appropriated for each fiscal year such sums as may be necessary to operate such Resource Center.
