(ATF)Demand 2 program unless the ATF modifies the Demand 2 reporting thresholds such that the threshold criteria of the Demand 2 program is a percentage of traces relative to a licensee’s average number of firearm sales for the preceding three years as reported on such licensee’s Federal firearms license renewal applications.
