None of the funds appropriated or otherwise made available to the U.S. Department of Agriculture may be used to increase the number of positions in the Department (measured on a full-time equivalent basis) for which the primary duty station is located in the National Capital Region unless otherwise specified in the report accompanying this Act. The term National Capital Region means the District of Columbia; Montgomery and Prince George’s Counties of Maryland; and Arlington, Fairfax, Loudoun, and Prince William Counties of Virginia.
