For an additional amount for Agricultural Programs—National Institute of Food and Agriculture—Research and Education Activities , for competitive grants to assist in the facility construction, alteration, acquisition, modernization, renovation, or remodeling of agricultural research facilities, as authorized by the Research Facilities Act ( 7 U.S.C. 390 et seq. ), there is hereby appropriated, and the amount otherwise provided by this Act for Agricultural Programs—Processing, Research, and Marketing—Office of the Secretary is hereby reduced by, $2,000,000.
