For an additional amount for Agricultural Programs—Agricultural Research Service—Salaries and Expenses , there is appropriated $1,000,000, to remain available until expended, for cooperative agreements with qualified nonprofit organizations to expedite research using plant genomics to develop drought- and disease-resistant peanut varieties and other crops. Notwithstanding any other provision of this Act, the amount appropriated by this Act under the heading Agricultural Programs—Processing, Research, and Marketing—Office of the Secretary in title I for the Office of Communications shall be reduced by $1,000,000.
