Of the unobligated balances from amounts made available in prior Acts under the heading Rural Cooperative Development Grants for Agriculture Innovation Centers authorized by section 6402 of the Farm Security and Rural Investment Act of 2002 ( 7 U.S.C. 1632b ), as amended, $8,000,000 are hereby permanently cancelled: That no amounts shall be cancelled from amounts that were designated by the Congress as an emergency or disaster relief requirement pursuant to the concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985.
