Of the unobligated balances from amounts made available in prior Acts for the rural housing voucher program authorized by section 542 of the Housing Act of 1949, ( 42 U.S.C. 1471 et seq. ), as amended, $3,000,000 are hereby permanently cancelled: That no amounts shall be cancelled from amounts that were designated by the Congress as an emergency or disaster relief requirement pursuant to the concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985.
