Not later than 180 days after the date of enactment of this Act, the Secretary shall brief the appropriate committees of Congress on— specific actions the Secretary and the Administrator, using existing legal authority, can take to expand access for lower cost passenger air carriers to capacity constrained airports in the United States, including New York John F. Kennedy International Airport, LaGuardia Airport, and Newark Liberty International Airport; and any additional legal authority the Secretary and the Administrator require in order to make additional slots at New York John F.
Kennedy International Airport and LaGuardia Airport and runway timings at Newark Liberty International Airport available to lower cost passenger air carriers.
