The Administrator may not require any contractor to mandate that employees of such contractor obtain a COVID–19 vaccine or enforce any condition regarding the COVID–19 vaccination status of employees of a contractor. The Administrator may not implement or enforce any requirement that— employees of air carriers be vaccinated against COVID–19; employees of the FAA be vaccinated against COVID–19; or passengers of air carriers be vaccinated against COVID–19 or wear a mask as a result of a COVID–19 related public health measure.
