Title V of the National Security Act of 1947 ( 50 U.S.C. 3091 et seq. ), as amended by section 409 , is further amended by adding at the end the following new section (and conforming the table of contents at the beginning of such Act accordingly): Notwithstanding section 533 of title 28, United States Code, the delegation of the authorities of the Attorney General, or any other delegation of authority, direction, or policy of the executive branch, the Director of Federal Bureau of Investigation shall notify congressional leadership not later than 48 hours after the commencement of a counterintelligence investigation into a person who holds an elected Federal office or a candidate in an election for such an office.
Such notification shall include a summary of the relevant facts associated with the counterintelligence investigation and the identity of the person subject to such investigation. The term congressional leadership means— the Speaker of the House of Representatives; the minority leader of the House of Representatives; the majority leader of the Senate; the minority leader of the Senate; the Chairman and Ranking Member of the Permanent Select Committee on Intelligence of the House of Representatives; and the Chairman and Vice Chairman of the Select Committee on Intelligence of the Senate. .
