Except as provided in subsection (b), none of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2024 for the Maritime Administration may be used for travel expenses for the Office of the Maritime Administrator until the date on which the Secretary of Transportation submits the reports required by section 3515(a) of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 ( Public Law 117–263 ). Nothing in this section shall prohibit the expenditure of funds for any travel directly related to the administration of grants under the Port Infrastructure Development Program, Small Shipyards Grant program, Maritime Environmental and Technical Assistance Program, or the Marine Highways Transportation program.
