Section 3546 of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 ( Public Law 117–263 ; 46 U.S.C. 57100 note) is amended— in subsection (a)— in the matter preceding paragraph (1)— by striking Subject to the availability of appropriations, the and inserting The ; and by striking of Transportation and inserting of the Navy ; and in paragraph (1)— by striking roll-on, roll-off cargo and inserting sealift ; and by striking 2024 and inserting 2025 ; in subsection (d), by striking The Secretary of Transportation shall consult and coordinate with the Secretary of the Navy and inserting The Secretary of the Navy shall consult and coordinate with the Secretary of Transportation ; and by adding at the end the following new subsection:
Of the amounts authorized to be appropriated by this Act or otherwise made available for fiscal year 2024 for the Office of the Secretary of the Navy for travel expenses, not more than 50 percent may be obligated or expended until the Secretary of the Navy submits to the congressional defense committees a report that includes a detailed description of the acquisition strategy for the execution of the authority under subsection (a). . There is authorized to be appropriated for expenses necessary for the design of a vessel for the National Defense Reserve Fleet, as required by section 3546 of the James M.
Inhofe National Defense Authorization Act for Fiscal Year 2023 ( Public Law 117–263 ; 46 U.S.C. 57100 note), as amended by subsection (a), $6,000,000, to remain available until expended.
