The Secretary of Defense shall submit to Congress a report on the feasibility of coordinating with private entities and State governments to provide resources and personnel to support technical exchanges under the Department of Defense State Partnership Program established under section 341 of title 10, United States Code. The report required by subsection
(a)shall include the following: An analysis of the limitations of the State Partnership Program. The types of personnel and expertise that could be helpful to partner country participants in the State Partnership Program. Any authority needed to leverage such expertise from private entities and State governments, as applicable.
