Title V of the Housing Act of 1949 ( 42 U.S.C. 1471 et seq. ) is amended by adding at the end the following: In this section: The term eligible entity means an Indian tribe or tribal organization located in a rural area that has high levels of overcrowded housing and homelessness. The term tribal organization has the meaning given the term in section 4 of the Indian Self-Determination and Educational Assistance Act ( 25 U.S.C. 5304 ). The purpose of this section is to improve living conditions and prevent homelessness in rural Tribal communities by— assessing the condition of existing housing resources; and preventing those resources from— deteriorating; and becoming uninhabitable.
The Secretary shall award grants to eligible entities— to repair overcrowded homes to prevent the homes from becoming uninhabitable; to remediate homes that are generally uninhabitable or fail to meet the housing quality standards established under section 8(o)(8)(B) of the United States Housing Act of 1937 ( 42 U.S.C. 1437f(o)(8)(B) ); or to repair homes damaged due to climate change and extreme weather. In awarding grants under this subsection, the Secretary may give priority to an eligible entity that is located in a community with levels of overcrowded housing and homelessness that the Secretary determines are among the highest for communities in which eligible entities are located.
Multiple eligible entities that each receive a grant under this subsection may use the grants for the same project. The Secretary may use not more than 3 percent of the amounts made available to carry out this section— to administer the competition for grants under this section; to provide oversight of grantees; and to collect data on the use of grants awarded under this section. There is authorized to be appropriated to the Secretary to provide grants under this section, and there is appropriated, out of any monies in the Treasury not otherwise appropriated, $10,000,000 for fiscal year 2023 and each fiscal year thereafter.
The amount made available under paragraph
(1)for fiscal year 2024 and each fiscal year thereafter shall be adjusted annually to reflect the change in the Consumer Price Index for All Urban Consumers published by the Bureau of Labor Statistics. The receipt by an eligible entity of a grant under this section shall not affect the eligibility of the eligible entity for any other assistance provided by the Secretary. .
