The purposes of this title are— to reinvest in low- or moderate-income areas and communities most affected by the war on drugs; and encourage financial institutions to provide financial services to small or minority-owned businesses in the communities described in paragraph (1). It is the sense of Congress that each appropriate Federal financial supervisory agency should use its authority pursuant to section 804 of the Community Reinvestment Act of 1977 ( 12 U.S.C. 2901 ) when examining financial institutions to encourage the institutions to help meet the credit needs of the local communities in which they are chartered, consistent with the safe and sound operation of such institutions, including those communities that are most affected by the war on drugs.
