Not later than two years after the date of the enactment of this Act, the Inspector General of the Department of Veterans Affairs shall conduct a study and publish a report on— the use of direct hire authority by the Department; the contributions made by the use of such authority to filling vacancies within the Department; and any vulnerabilities or inconsistencies with respect to the use of such authority.
