It is the sense of Congress that— all States (including the District of Columbia) and territories should eliminate the requirement for third-party control to properly qualify a child as a victim of sex trafficking, to— aid in the identification and prevention of child sex trafficking; protect children; and appropriately prosecute perpetrators to the fullest extent of the law; and a person is qualified as a victim of child sex trafficking if the person is a victim, as a child, of severe forms of trafficking in persons, as defined in section 103 of the Trafficking Victims Protection Act of 2000 ( 22 U.S.C. 7102 ).
