It is the sense of Congress that the United States Government, in coordination with international organizations, other donors, and local partners, must be prepared to launch an immediate and targeted humanitarian response to avert disaster in the event of a Russian invasion into Ukraine. The Secretary of State and the Administrator of the United States Agency for International Development, consistent with the authorities under chapters 1 and 9 of part I of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2151 et seq. , 22 U.S.C. 2292 et seq. ), shall accelerate contingency planning for an immediate humanitarian response to a Russian invasion into Ukraine, including, as practicable and appropriate, support for— the prepositioning of food and non-food humanitarian commodities; the recruitment of staff and enabling mechanisms for disaster assistance response teams; medical support for civilian casualties of conflict; assistance for internally displaced persons and the communities hosting them; the adaptation and expansion of transition initiatives that promote stabilization and early recovery; and protection services for humanitarian actors and civil society organizations working to address humanitarian needs and build resilience to Russian aggression.
Not later than 5 days after the date of the enactment of this Act, the Secretary of State and the Administrator of the United States Agency for International Development shall brief the appropriate congressional committees on the comprehensive United States Government strategy to avert a humanitarian catastrophe in Ukraine.
