The President may terminate the sanctions imposed under this title after determining and certifying to the appropriate committees of Congress that the Government of the Russian Federation has— verifiably withdrawn all of its forces from all territory of Ukraine that was not occupied or subject to control by forces or proxies of the Government of the Russian Federation before December 1, 2021; ceased supporting proxies in such territory; and entered into an agreed settlement with a legitimate democratic government of Ukraine.
