The Secretary shall acquire, for approximately equal value and as agreed to by the Secretary and the State, any land and interests in land owned by the State within the area withdrawn by section 5(a). The Secretary shall acquire the State land and interests in land under subsection
(a)in exchange for— the conveyance of Federal land or Federal mineral interests that are outside the boundaries of the area withdrawn by section 5(a); a payment to the State; or a combination of the methods described in paragraphs
(1)and (2).
