Subject to valid existing rights, the Federal land and any interest in the Federal land included within the Monument is withdrawn from— entry, appropriation, new rights-of-way, and disposal under the public land laws; location, entry, and patent under the mining laws; and operation of— the mineral leasing and geothermal leasing laws; and except as provided in subsection (b), the minerals materials laws. As the Secretary determines to be consistent with the purposes of this Act and the management plan, the Secretary may permit the development of saleable mineral resources, for road maintenance use only, in a location identified on the Map as an existing gravel pit within the area withdrawn by subsection (a), if the development was authorized before the date of enactment of this Act.
