Not later than 1 year after the date of enactment of this Act, the Secretary shall issue guidance on the implementation of this title. A landscape-scale forest restoration project under this title shall be implemented consistent with— the requirements for the project described in section 103(c); and all project commitments described in the 1 or more decisions or decision notices relating to the project.
