Not later than 4 years after the date of enactment of this Act, the Secretary shall submit to the Committee on Natural Resources and the Committee on Appropriations of the House of Representatives and the Committee on Energy and Natural Resources and the Committee on Appropriations of the Senate a report evaluating the implementation of this title, including— a list of the landscape-scale forest restoration projects selected under section 103(a) and the accomplishments under those projects; an evaluation of the approaches to project planning and implementation described in section 103(d)(3) based on the experience of the implementation of those approaches in the projects described in paragraph (1); and an evaluation of the pilot authority for conservation finance agreements described in section 104, including whether that authority has— increased the availability of non-Federal funding sources to assist in landscape-scale forest restoration projects; and promoted private or other non-Federal investment in— new or existing infrastructure and related equipment that can make use of the byproducts of forest restoration; the use of prescribed fire at a greater scale; related economic development and workforce training and development; land management activities enhancing natural infrastructure with benefits for downstream water users; or mitigating the risk of uncharacteristic wildfire.
In preparing the report under subsection (a), the Secretary shall consult with the advisory panel established under section 103(e).
