In this section, the term appropriate committees of Congress means— the congressional intelligence committees; the Committee on Armed Services of the Senate; and the Committee on Armed Services of the House of Representatives. Not later than 180 days after the date of the enactment of this Act, the Under Secretary of Defense for Intelligence and Security and the Director of National Intelligence shall jointly submit to the appropriate committees of Congress a study on the utility of providing elements of the intelligence community of the Department of Defense, other than the National Geospatial-Intelligence Agency, personnel management authority to attract experts in science and engineering under section 1599h of title 10, United States Code.
