Section 402(a) of the Surface Mining Control and Reclamation Act of 1977 ( 30 U.S.C. 1232(a) ) is amended— by striking 28 cents and inserting 22.4 cents ; by striking 12 cents and inserting 9.6 cents ; and by striking 8 cents and inserting 6.4 cents . Section 402(b) of the Surface Mining Control and Reclamation Act of 1977 ( 30 U.S.C. 1232(b) ) is amended by striking September 30, 2021 and inserting September 30, 2034 .
