An Iranian person may not be removed from the SDN list unless the President submits to the appropriate congressional committees a certification that the individual has not provided financial, material, or technical support or contributions to— a terrorist organization or in support of terrorism; or the development of nuclear weapons or their means of delivery (including missiles capable of delivering such weapons) by the Government of Iran. A certification under subsection
(a)shall be submitted in unclassified form but may include a classified annex.
