Sec. 1207. Report on security cooperation programs

Not later than 1 year after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the congressional defense committees a report that— reviews the existing requirements for conducting human rights training of foreign national security forces pursuant to security cooperation authorities under chapter 16 of title 10, United States Code; reviews current Department of Defense practices and procedures for collecting data under such authorities for purposes of assessing, monitoring, and evaluating the effectiveness of such human rights training programs and assessing compliance with section 362 of title 10, United States Code; and evaluates the effectiveness of human rights training described in paragraph
(1)to contribute to United States national security objectives. The report required by subsection
(a)may include recommendations for measures to improve the effectiveness of human rights training or to promote observation of and respect for human rights and fundamental freedoms, the rule of law, and civilian control of the military. The report required by subsection
(a)shall be submitted in unclassified form, but may include a classified annex.
