Section 17 of the Child Nutrition Act ( 7 U.S.C. 1431 ) is amended— in subsection (f)(1), by amending subparagraph
(A)to read as follows: Each State agency shall submit to the Secretary a plan of operation and administration. A State shall be required to submit to the Secretary for approval any substantive change in the plan and annual requirements as specified by the Secretary. ; and by repealing subsection (k).
