Section 102A(p) of the National Security Act of 1947 ( 50 U.S.C. 3023(p) ) is amended by inserting at the end the following new paragraph: Not later than October 1 of each year, the Director of National Intelligence shall submit to the congressional intelligence committees a copy of the most recently updated National Intelligence Priorities Framework of the Office of the Director of National Intelligence (or any such successor mechanism). . Of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2023 for the Intelligence Community Management Account, 5 percent may not be obligated or expended until the date on which the Director of National Intelligence submits the first copy required under paragraph
(3)of such section 102A(p), as added by subsection (a).
