Section 102A of the National Security Act of 1947 ( 50 U.S.C. 3024 ), as amended by section 304, is further amended— in subsection (c)— in paragraph (1)(A), by striking guidance and inserting specific requirements ; in paragraph (3)(B), by inserting establish specific requirements and after shall ; and in paragraph (5)(C), by striking may and inserting shall ; in subsection (h)— in paragraph (1)(A)— by striking encourage and inserting require ; and by inserting and apolitical after sound ; and by amending paragraph
(3)to read as follows; ensure that substantial differences in analytic judgment are fully considered, brought to the attention of policymakers, and documented in analytic products; and ; in subsection (i)— in paragraph (1), by inserting establish and enforce policies to after shall ; in paragraph (2), by striking guidelines and inserting requirements ; and by adding at the end the following new paragraph: Each head of an element of the intelligence community shall ensure that any congressionally mandated report submitted to Congress by the head, other than such a report submitted solely to the congressional intelligence committees, shall be consistent with the protection of intelligence sources and methods in accordance with the policies established by the Director under paragraph (1), regardless of whether the provision of law mandating the report explicitly requires such protection. ; and in subsection (x)— in the matter preceding paragraph (1), by striking the head of each department of the Federal Government that contains an element of the intelligence community and the Director of the Central Intelligence Agency and inserting the heads of the elements of the intelligence community ; and in paragraph (1)— in subparagraph (A), by striking ; and and inserting a semicolon; in subparagraph (B), by striking the semicolon and inserting ; and ; and by adding at the end the following new subparagraph: each contract awarded by an element of the intelligence community includes provisions granting consent for the network monitoring by the element of any information technology network used to perform work under such contract, regardless of the classification level of such network. .
