Subject to any legal limitations on continued detention, none of the funds made available by this Act may be used to release removable aliens into the United States until the Secretary of Homeland Security has determined whether that person is included in the terrorist screening database and whether the National Crime Information Center includes any active wants or warrants in the jurisdiction where such alien is to be released.
