The President shall develop and submit to the appropriate congressional committees a comprehensive strategy to counter gray zone operations and other hybrid warfare methods of foreign adversaries and competitors and develop pro-active efforts to put forth United States interests to counter such operations and methods. The strategy required by subsection
(a)shall include— an identification of United States interests described in such subsection; and a description of the means to achieve such interests. In this section, the term appropriate congressional committees means— congressional defense committees; and the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate.
