Not later than February 1, 2023, the Secretary of the Navy shall submit to the congressional defense committees a report on the plan of the Navy for advance procurement for the aircraft carriers designated CVN–82 and CVN–83. The report required by subsection
(a)shall include an assessment of— the value, cost, and feasibility of a two-year advance procurement for a single aircraft carrier acquisition strategy; the value, cost, and feasibility of a three-year advance procurement for a single aircraft carrier acquisition strategy; the value, cost, and feasibility of a two-year advance procurement for a two aircraft carrier acquisition strategy; the value, cost, and feasibility of a three-year advance procurement for a two aircraft carrier acquisition strategy; and the effect of a multiple carrier acquisition plan on force development and fleet capability.
