Section 1156 of the Water Resources Development Act of 1986 ( 33 U.S.C. 2310 ) is amended by adding at the end the following: For purposes of this section, the term study includes watershed assessments. The Secretary shall apply the waiver amount described in subsection

(a)to reduce only the non-Federal share of study costs. .
