Section 203 ( 29 U.S.C. 3272 ) is amended— in paragraph (1)— in subparagraph (B), by striking and at the end; by redesignating subparagraph
(C)as subparagraph (D); and by inserting after subparagraph
(B)the following: develop and use digitial technology skills; and ; in paragraph (2), by inserting , digital skills activities offered in conjunction with other adult education and literacy activities after family literacy activities ; in paragraph (3), by inserting family before literacy activities ; in paragraph (4)(C)— in clause (i), by striking is basic skills deficient and inserting has foundational skills ’; and in clause (iii), by striking language ; in paragraph (6)(A), by striking language in the first place it appears; in paragraph (7)— in the heading, by striking ; and Language in the matter preceding subparagraph (A), by striking English language learner and inserting English learner ; in paragraph (9)— in the matter preceding subparagraph (A), by striking economic prospects and inserting economic and educational prospects ; and by adding at the end the following: Digital literacy activities to enable parents or family members to develop and use digital literacy skills to support their children’s learning. ; by amending paragraph
(11)to read as follows: The term integrated education and training means a service approach that provides adult education and family literacy activities concurrently and contextually with workforce preparation activities and workforce training for a specific high-wage, high demand occupation or occupational cluster (including, as appropriate, for apprenticeship and pre-apprenticeship programs) for the purpose of educational and career advancement. ; by amending paragraph
(12)to read as follows: The term integrated English literacy and civics education means instruction in literacy and English and other education services provided to English language learners who are adults, including professionals with degrees and credentials in their native countries— that enables such adults— to achieve competency in the English language; to build knowledge of United States history and civics; to prepare for United States citizenship and the naturalization process; to use digital technology at levels of proficiency necessary to function effectively as a worker, a parent or a family member, and a member of society; to apply for Federal and other student financial aid and enroll in postsecondary education or other further learning; and to locate and apply for registered apprenticeship or pre-apprenticeship programs; and which may include— preparation for a high school equivalency diploma or postsecondary training or education; preparation for employment; preparation for apprenticeship or pre-apprenticeship programs, or the provision of information regarding where to acquire that preparation; or instruction in— navigating the early childhood, elementary and secondary, and postsecondary education systems; financial literacy; the housing market in the United States; or accessing Federal, State, and local health care systems. ; in paragraph
