In carrying out the Workforce Innovation and Opportunity Act (as amended by this Act), the Secretary of Labor shall— encourage HBCUs (historically Black colleges and universities), minority-serving institutions, and Tribally controlled colleges and universities to apply for assistance under such Act to provide job skills training and educational services; and prioritize applications for assistance from such entities.
